So I currently use the Anastasia contouring pallet and I'm wondering if a cream instead of powder is better. I was told a cream makes you feel like you have stuff caked on and I've also heard if you use a cream to use a bb cream instead of foundation to help not to have that feeling. Help because I'm needing another pallet or new product for contour because this one is on its last leg lol.

I think this all depends on your skin type and preferences. I wouldn't suggest cream contour for someone with oily skin. I've also seen people use their regular foundation with cream contour but again it's usually someone with dry skin. I would suggest the Kat Von D Shade + Light Contour Palette, it's powder, nicely pigmented, and blends very smoothly (:

I have the Lorac contour palette and the Anastasia cream contour and honestly I never reach for the cream one. It's fun and you can make a really nice natural looking contour, but it's messy and more difficult to achieve a nice chiseled contour. It's hard to blend out with brushes, and sometimes I feel like with a Beauty Blender or Real techniques sponge I take off more product than I blend. I've even tried adding a drop of maracuja oil to the pans and they're still hard to blend. Honestly I'd just find some good individual powders. Makeup geek has some amazing contour powders for $10 and the glow kit by Anastasia or any Becca highlighter is amazing

It's really all just personal preference. I'm not quite sure why cream products get so much hate... I prefer cream contour products over powder any day since I feel like I have more control and they look more natural. But If you are super oily I would probably stick to powders.

Also, you can use cream products on regular foundations. You don't have to use a BB cream. :)
