Hard Candy's Walk The Line in Asphalt(The other black one has glitter in it) and if youre willing to go just a few dollars over your budget, Kat Von D's Tattoo Liner.

I like the Jordana black felt tip eyeliner pen at Walgreens it's $1.99. Also like revlon color stay liquid eyeliner.
