If you're just starting out I would stick with neutral shades that will allow you to incorporate any lip color you desire on any given day. Not knowing your skintone since the pic of yourself isnt showing your natural skintone its hard to give you a list of shadows but if you go to MAC and tell them you're after a neutral eye they will be able to assist you. As far as lipsticks go....you look so young....I would venture into the lip gloss range. "Love Nectar" is an awesome shade. Its a soft pinky/apricot with a nice shimmer to it (no disco ball lips) and "pink lemonade" is a coral/pink shade that is also pretty nice as well.

The color emerald is in this year, so maybe some brown, tan, and emerald eyeshadows? As far as a lip color, try light pinks or a pretty lavender color. Red lipstick is also a classic that'll never go out of style. If you're still unsure, visit your local MAC store and have a worker help you. Good luck!
