You don't need to buy or make anything else, if you don't have a fancy lip scrub, your toothbrush will do just fine. You just need to make sure your lips are hydrated before you put on your chapstick, gloss, etc. These are oils. Oils will retain moisture in your lips (skin, hair, etc.) but despite what they say, they won't actually moisturize. You get this moisture from water. You notice if you add water to your lips alone, it feels great for a minute until it dries, the oil in your chapstick or gloss will retain that water a long time. Also try not to lick your lips when they are dry. Saliva is meant to break down food, not moisturize your skin! :)

When you buy a regular lip scrub like 'fresh' it may be too expensive. DIY lip scrub ingredients can be found in ur kitchen like sugar, honey, olive oil, and mix with vaseline. Then apply lipbalm

Ok so my makeup artist who has worked for vogue told me this trick" buy a small childrens toothbrush and some auquaphore. Apply a good amount to your clean lips sit for 5 mins then scrape away your lips with the childrens toothbrush. It is stimulating and erases all the flaky skin immediately! I do this everytime i feel that problem
