I'm 17 and have fine lines and dark circles under my eyes

In 17 and have dark circles and fine lines under my eyes. I was told they are not wrinkles but dehydration lines. Any other suggestions? I've tried eye creams and ole Henrickson eye peel and it seemed to make it worse or the same.
