All layering does is add volume and definition to your hair. It doesn't make it shorter.

It should not change the overall appearance of length. Some parts of your hair will be shorter than others, especially around the face. The purpose of it is to give your hair more movement and as above, volume. My shortest pieces are a little bit over shoulder length (aside from my bangs), but my overall length is to my hips.
