What do you mean by bumps? Do you mean pimples that are deep under your skin?

Hyperpigmentation of cause by excess melanin. Melanin is basically responsible for our 'normal' skin colour. However, if the melanin Goes into over productive mode it leave brown deposits on the skin. This is the result of the darkening of the skin. There are two types of hyperpigmentation 1) the one which you had for more than 2 years - can't be treated easily! 2) which you had for around 2 years or less - this type of hyperpigmentation can be treated with chemical peeling, but go and see a dermatologist and do what she suggests.
Don't use full coverage foundations just to hide the dark parts of your skin. Instead, use concealer that will concentrate on those parts. :) just play with the concealer and be very detailed. See which ones work for you! :) good luck babe

By bumps I mean like skin colored bumps. Like really little bumps. Also pimples as well. And no I never pop them.

I have them as well. I haven't found anything that completely works yet but I try to cleanse my face thoroughly every morning and every night. Also, I use a facial mask once or twice a week. It's made for clogged pores so it should help. And lastly, exfoliate (scrub). There's nothing more you can do unfortunately.
