Aloe Vera should help, tea tree oil as well.

Aloe is great. And if you're leaving the house, you can dilute the Aloe with some water, and cotton pad it on your scalp, that way little of your hair gets oily from it.
It's weird but when my scalp is itchy I steep two bags of green tea, let them cool, and add a tablespoon of oatmeal into a spray bottle, shake them together till most of the oatmeal is dissolved, and then spray. I use this on my body wheb I get hives or bug bites too. But it's super soothing :)
