What exactly is dry conditioner? Recommendations?

I've tried a couple of dry conditioners and haven't really noticed a difference to my hair, I feel like it's a bit of a marketing gimmick to be honest. It didn't work as a dry shampoo substitute really and it didn't make my hair feel any softer or make it more manageable.
I'd say save your money.
