My skin is typically very oily but in the winter time it changes to dry. However, since it's spring my skin appears to be oily but when I blot away the oil my skin is flakey in the spots I just blotted. I exfoliate and moisturizer every night. Why is my skin like this and is there and possible way to fix it?

Make sure your exfoliation is not too harsh. That can cause tiny tears and flakiness.

Usually when I get dry/flakey patches I exfoliate that spot with a cotton ball and that seems to work best for me

Bodyshop is great as they have a load of products for certain skin types.
I have the exact same skin type, I find it hard to transition between the seasons.
I use the vitamin C microdermabrasion (can't spell) scrub like every other day coz it's so gentle and I have super blocked skin.
Then I mainly use the vitamin E intensive moisturiser. oh and the vitamin E mask.. so so good at giving you soft makeup ready skin. If I'm not using the scrub I use the vitamin E wash, it's soft.
(also vit e or tea tree toners)
I use the drops of youth concentrate, it has a nice firming action, a little gem a long way and it gives a nice glow.
tea tree oil works great on spots. and witch hazel gel.
I mix things up with the yes to carrots day / night creams.
And cetaphil is the only way to go when it comes to cleansers. All year long.

Oily but flakey skin is dehydrated skin you can not have dry skin and oily skin in the same area those are skin types either your oily ,dry,or combo if you have dry flakes under oily skin your dehydrated,your skin is lacking water try a hyaluroinc acid serum under your moisturizer,exfoliate and drink more water

Definitely agree with traci your skin gets oily cause it's way too dry so it over compensates with the oil production - definitely agree with moisturize more and maybe exfoliate less - sometimes that dries out your skin even more unless it's a chemical exfoliant
