Coloring your hair is bad, but if you're hair is healthy, I'd say it'd be cute! as for the texture, is your hair dry? dry hair tends to have a rough texture to it. maybe try a hot oil mask?

I say you do what you want! Brown would be pretty. Your hair doesn't look dry or damaged to me, it just looks a bit frizzy. Dying your hair isn't as bad as people make it out to be, it's the bleaching that's bad! But since you'd be going brown, it'll be fine.

Hair color doesn't damage your hair, really. Bleaching does, and since you are dying your hair darker you won't need to use bleach. Just don't use box dye, and wash your hair with cold water when you do clean it. A few other tips to keep your hair in better shape are to use coconut oil as a moisturizing mask, get a trim, sleep on satin pillowcases, don't brush your hair wet and when you do do it with a wide tooth comb, use less heat and use shampoo/conditioner that's sulfate free.
