I would invest a shower filter. Any hardware store has one for like 20-40$. That's the best thing to do.
But I find oils and heavier conditioners help. When I had well water I'd use a hair treatment mask as my regular conditioner. Then I'd use a Leave in conditioner and a bit of argon oil on the ends. :)

You should also use a clarifying shampoo every once and a while. If you wash your hair everyday, I'd do it once a week. When I had well water I'd do it once a month, but I only wash my hair once or twice a week. Never get your hair wet without putting in conditioner either! The harsh water will strip the moisture even more, so if you have a shower and don't wash, put conditioner on the ends

I personally make my own by mixing a little in my own bottle with warm water, just because I have super sensitive hive prone skin, so spraying store bought ones sometimes make me break out in hives all over anything it touches but I know my conditioners don't give me any reaction.
I loved the loreal repair 5 in one (I think it's called that, the white bottle with the red writing), and the macadamia oil one (green and brown bottle with weird designs in it) but they both made me have hives, so I stopped bothering and I've heard good things about the it's a 10, and the not your mothers ones though I never tried them!

I use shampoo and conditioner from Organix and they're incredible. I know they have some for frizziness I believe it is Kukuí oil shampoo and conditioner which works wonders.

I have really dry frizzy hair and I started using Biolage hydra source about a month ago. It's the only product that I have actually noticed results with. Made my hair so silky and light! Definitely recommend :)
