A soft golden look is really pretty with winged eyeliner. Add a bit of coral/dust pink to a brown or bronze for a flirty look.
As far as hair goes, any thing that flatters your look!

Most guys don't love a ton of makeup (or say they don't). I'd suggest something natural but to play up your features. For skin, use a dewy foundation or bb cream/tinted moisturizer, cream blush or stain that looks like a natural flush (try Benefits Benetint). Eyes do neutral champagnes and soft browns, with some gel eyeliner smudged into the lash line. Add two or three coats of mascara for a strong, flirty lash, some tinted lip balm or lip stain, and you're good to go!

Don't wear much! Guys see makeup as a high maitenience thing. Maybe just some bob cream mascara and lip gloss
