I know you said you would prefer drugstore, but I really really recommend the marc jacobs highliner gel crayon in blacquer. it is super black & pigmented & it literally does not budge. it stays so well on the waterline! it's an awesome retractable gel liner in pencil form, & it's $25. I'm sorry that I couldn't offer a cheaper recommendation /: but I really do love this liner!

I love the Essence eyeliner! In the black or silver bullet. But my favorite lately has been the mirabella Magic marker, I honestly thought I put sharpie on my face or something with how well it help up

Inglot #77 & tarte tartiest clay paint eyeliner will do the job.
they are both very matte and black.
it's very hot in Houston and it never "melts off"

I don't have any liquid or gel eyeliners, but I highly recommend using a black eyeshadow to set your eyeliner. this helps mine last a really long time.

I love the Rimmel Gel Liner- it's waterproof and dries matte. You may need a cleansing oil to take it off- it's very stubborn
