Exfoliant vs. Moisturizer?

I'm having some chapped, dry, flaky skin. Which is a better fix? An exfoliant or moisturizer?

Both. Exfoliant followed with a great moisturizer benefits your skin big time. Both work as a team....the exfoliant works at removing the dry flaky skin so it can welcome the moisturizer. The moisturizer is of no benefit if the flaky skin has not been removed. Make sure you use an exfoliant that contains round grains versus jagged (St. Ives Apricot Scrub). Look at Kate Somerville line for the exfoliant. Moisturizer you will be fine with something from Philosophy or Neutrogena.
