If you go to your local pharmacy you can ask them to make you up a gift box with perfume and lipstick and stuff like that in it.

Think about what sorts of products she uses. If she never wears lipstick, don't get her lipstick, but if she loves lipgloss then maybe a few of those. Normally I also grab eyeshadow palettes for my friends, and it's easy to choose palettes for people. For example, my little sister loves matte things. Nail polish, cars, lipstick, whatever, so I sent her the Too Faced Natural Matte palette because I knew she would love it. My best friend isn't super into makeup but she likes it, she doesn't wear a ton of colors and doesn't have a lot of high end stuff, so I gave her the Urban Decay Naked on the Run, and a Kat Von D Lightning Liner in case she felt like branching out. Also consider what colors they like/do not like, what scents they favor, if they have particular products that they have been lusting after, etc.
Palettes and sets are really ideal for presents, it's a lot of variety but not too much, and you can supplement it with a shade of lipstick or a perfume rollerball or a nice eyeshadow brush or something.

I agree! I think a naked basics palette would be perfect

I agree with makeup palettes. You also might try Lush for a gift box with goodies in it. Also I got a similar spa gift for a cousin on Etsy and it was pretty affordable too. It had homemade soaps, bath salts, bath bombs (very similar to the stuff Lush sells but cheaper).
