I'm currently using the moisturuzer clinique moisture surge extended thirst relief. Is this water based? The first ingredient is water but just want to double check. I'm wondering because I'm using Philosophy booster powder and I've read you need to use a water based moisturuzer for it to work. Please help! Thanks :)

Yes, I believe it's water based.
