I'd recommend investing in a good primer and brushes, watching YouTube tutorials on blending or how to use the brushes, and having good quality shadows

Unless the eyeshadow is specifically formulated to become more pigmented with water, most eyeshadows don't actually get more pigmented if you just add water. In fact, water tends to break up the shadow formula. I'd recommend using something like MAC fix + or anything with glycerin in it (ie. eye drops).

Wet your brush and then dip it in the eyeshadow. Or buy some fix + from mac. But using your fingers normally gets the most color pay off.
