Well what kind of tips!? Brushes for eyeshadow definitely make a huge difference. Also, just knowing what colours look good on you! For eyeliner I always do the winged look but If that's tricky for you, you can use tape on the corner of your eye placed at an angle! It'll help give you the perfect "wing"

For eye shadow: use the lightest color on brow bone and inner crease of eyes a medium color on the lid of your eyes and a darker color in the crease and outer corner of your eye and don't forget to blend it all very well
Eyeliner: I also like the winged look and love hayley's advice for that also if you want to make your eyes look bigger put so white eyeliner on your waterline and take your colored eyeliner and just go on your lashline
As for colors: it all depends on your eye color, style, and of course your personal preference:
-brown eyes: any thing goes! brown is neutral so you can go crazy with all the different colors you can choose from.
-green eyes: colors in the red family will complement green eyes.
-blue eyes: anything in the orange family like coppers and golds.
And like I said brown is neutral so you can wear brown shadow no matter what color eyes you have.
Eyeliner color: for brown eyes I'd say black, and blue and green eyes it's up to you brown or black work (you can also wear colored eyeliner in which case I know purple looks really pretty on brown eyes, but only few people can pull this off for an everyday look)
