1. Cleanser
2.toner
2 1/2. Serum
3. Medicated Products*
4. Moisturizer
5. Protectants*
6. Eye cream like products*
* Medicated meaning anti aging cream and stuff like that
*Protectants like sunscreen with SPF
*heavier lotion like products (like eye creams)
Apply the light water based products first and then the heavier oil based ones
Also, serums are used for many different things depending on which one it is such as moisturizing and anti aging

There are so many serums on the market that its insane. All of them do something different. I'll just use myself as an example...
I'm in my 40's so I'm big on antioxidant serums containing the Omega 3's. So for daytime I'll reach for a serum containing that after I have cleansed and applied toner. Then I have a serum that I reach for at night that contains Resveratrol...another antioxidant but is far more powerful than the one I use for AM. You have anti-aging serums, acne treatment serums, hydrating serums, glycolic acid serums. There is a ton of them.
As far as application order...the general rule is the lightest to heaviest products.
