I think a bronzer is the only way to really look tan without using a tanner :) I love my Bronzed goddess by Estee Lauder!

I am a really light skin islander, how does that make sense who knows. But I always wear bronzer to tan myself up on my face and I use Benefit hoola, chocolate soleil, or my new favorite Tarte matte park ave.

My personal favorite to look tan has to be Clinique Self Sun face Bronzing Gel Tint: it might be what you want.
It's a gel that looks black when it comes out, and you can mix it with your moisturizer or sunscreen to darken your face. It looks very natural and washes off at the end of the day. It doesn't have any shimmer in it and it doesn't look orange at all. Here's a picture of it!

Oh sorry I didn't reply earlier! Yes you can apply it to the neck too and it doesn't cause sensitivity near my eyes so you should be fine unless your eye area is extra sensitive, in that case I don't know how it will react. It doesn't have any warning against use near eyes. It would be perfect for your complexion! I have Mediterranean skin for reference.
