I don't think there's a correct order, do whatever works for you! This is my process:
Primer
Undereye corrector
Foundation
Undereye concealer
Setting powder
Contour
Blush
Highlight
Eye primer
Eyeshadow
Eyeliner
Mascara
Brows
Lips
Setting spray
That's if I'm doing a full face, I omit some of these for a "everyday" look.

As someone who always uses glitters, pigments, colorful and dark shadows.. I never do my eyes first! It always feels so odd doing them first, I barely get fall out though
Skin prepped prior to doing make up
Foundation primer is Embryolisse Lait creme concentrate
Color correcting concealer from my RCMA palette (The peach shade ) applied under my eyes and on spots.
Foundation (At the moment is either MUFE HD or RCMA)
If I'm using cream blush, bronzer, and contour that comes first otherwise I powder using RCMA no color powder.
Blush,Bronzer,sculpt if powder based afterwards
Eyeshadow
Eyeliner (usually inglot and marc jacobs)
Mascara
lashes if needed
lip primer/liner/lipstick if needed
