Since you're starting with makeup, I'd suggest the Coastal Scents 88 palette. They're medium quality shadows, but they work! You'll get an array of neutrals to colors to play with. I'd also suggest NYX products for eye and lip liners. You'll also want a primer. NYX makes a good cheap one. Then there's the famous Urban Decay Primer Potion. Eco Tools brushes are a great buy as well.

I really suggest wet and wild eyeshadows and blushes. They are super pigmented and beautiful. I also LOVE Rimmel London. You should check out NYX too!

Naked 2 palette! That is if you want to put down $50. I haven't purchased it myself, but my friend has it and oh my gosh it's beautiful, it has a range of neutral shades very suitable for someone your age :) but if your like me & big price tags freak you out, I recommend nyx round lipsticks & mega shine lip glosses; maybelline gel eyeliner, basically any mascara from this brand they are almost all so amazing; & covergirl naturelux foundation, those are my top drugstore picks :)
