Try using a waterproof liner.

You could try setting it with eyeshadow. Eyeliner on the waterline in general tends to not stay on there very well. it can be tricky.

It seems weird, but I take a tiny swatch of eye primer and smudge it on my lower lashline. It works for me.. Good luck :)

I use gel liner, works do me and lasts FOREVER. For a while I was using NAKED 1 "creep" for eyeliner. Try both and BAM you have yourself eyeliner that will stay on for at least 4-6 hours.

Try the new prolong wear eyeliner from M.A.C it's made to stay in the waterline for 6 hours and on the lid for 12 hours.

Gel liner or apply black shadow afterwards to the waterline..it absorbs the oils or water or w.e it is. Therefore it'll last all day
