I would use it to put on foundation or other cream/liquid products for full coverage, if it does a good job in blending and not leaving streaks, if it does leave streaks and all then I'd use it to buff in face powder :)

It kind of looks like the brush that comes with the BareMinerals foundation pack thing! Mine was also rather harsh and it felt like it was poking at my face. I still have it but to be honest, I stopped using it :(

Yeaaa I think that's what I might be cause my girl uses bare minerals and she left this at my house a long time ago. so what's it suppose to be used for powder foundation??

There are multiple brushes on the bare minerals site, forgive me for being lazy. It certainly looks to me like the brush was actually cut in the second picture posted by how uneven the top is, you can also tell that the design is exactly the same including the words, of course hers are faded, but you can still tell what brush it is and where's it's from.

If it is that brush, and is goat hair then it would be better off used for powders because of its natural hairs

It looks a lot like the Bare Minerals brush I just got rid of. That thing was so scratchy! I don't want to blame goats though because I have some goat hair brushes that are much less painful to my face. The coarse hair does help suck up the powder, which is why it is used, I suppose. The synthetic brushes for mineral powder are definitely softer, but in theory probably not as precise.
I switched to the sonia kashuk travel kabuki which is goat hair but a lot, lot softer than the Bare Minerals brush. It didn't irritate my skin quite as bad. In the end mineral makeup was a fail with my rosacea.
