I have hooded eyes and so I don't use eyeliner but what you should do is use charcoal liner and it may help. I would use I primer and then instead of a brush use your finger.

Hmmm a few thoughts for you:
Look for very small flat shader brushes, Sephora brand has some good ones. Pencil brushes will also work well for your small lids :)
Use lighter shades, darker shades tend to make small eyes look smaller

I find a flat paddle brush that comes to a bit of a point to be helpful for my small eyes. The Kashuk tools "small eye shadow brush #07" works well for me.

I also like a mini shader brush, similar in shape to the MAC 228 that I use to highlight the inner corner and under the eye brow, since I don't have a lot of space either place.
A small slanted brush can also be helpful for working in the outer corner of a small eye, something like

Smudging eyeshadow or pencil eyeliner on the outer corners, some eyeliner and a little bit up in the crease to create the ilussion of bigger eyes. Nude eyeliner and bold brows also help.
