How do you do a perfect cat eye with a eye liner pencil and not with liquid eyeliner?💕

The way you can do that is have a creamy smudgable pencil. Make a line across your upper lash line, wider at the outer corner of the eye. Then take a tiny smudger or pencil brush. Smudge the line and lightly flick the liner into a wing with the brush. Then set it with a black shadow to give it an intense black look.
