Best Shadow Primer?

I never used to have creases in my shadows, or liner rubbing off on my upper lid, but I'm 37 and now i do. I have tried UD Primer Potion and am currently using Tarte. I also powder my lids. I use gel eyeliner and/or waterproof liner, but am still getting the transfer. Any suggestions?

Love LORAC behind the scenes eye primer and a good cheaper alternative is Hard Candy's primer. Hope this helped:)
