I am a very short,
4'11 and I'm 97 pounds
I want to buy a maxi dress for my maternity shoot but I just don't know what size to get.
My cousin told me to get a size 12 in juniors since I'm small because I'm sure a size S in women is way to long for me..

I would just get the same size you normally would get and have it shortened. It's probably almost completely unavoidable that you won't need to alter it.
