It means that you have a natural looking glow on your face. there are foundations that have a dewy finish (opposite to matte), but you could also use a liquid highlighter as for example the high beam one. overall, some dew will give you a youthful look. :)

I agree with the ladies above. I love NARS pro prime radiance enhancing primer, Revlon Skinlights, Shiseido Luminizing Face Color (soft beam gold or high beam white), and the Make Up For Ever Mist and Fix setting spray gives me that beautiful glow without any shimmer :)
Also, sometimes I like using a bit of jojoba oil or Argan oil on the tops of my cheekbones to achieve this look!

A dewy or natural foundation is a good start. Avoid matte powders. Use a setting spray instead. You could go classic with a highlighting powder on the tops of your cheekbones, forehead, chin, above brows etc. Or you could take a moisturizer and dab it on those areas (don't rub it in all the way).
