Plain witch hazel! It's the mommy of all toners! Walgreens, CVS, or any drugstore probably sells it:)

I like using witch hazel and distilled water mixed half and half with about 3 tbsp of the body shops tea tree toner. I use an old Burt's bees toner container.

I am with Tonita on this. The Korean or Japanese skin care boutiques have amazing toners or emulsions.

Body Shop Tea Tree Oil has a line of skin care for oily/prone to breakout skin. Make sure you use a skin care line and follow the three steps (cleanse, tone, moisturize) because they work together. If you are more oily/combination skin, try the Body Shop's Seaweed line. Amazing skin care products, always a sale on them and if they don't work or don't like them, they will take them back, no hassles.
