I find it the same as painting, it wouldn't be too bizarre to find this in like surrealist paintings. the whole collection may be cohesive and go together to tell a story or depict or certain idea or feeling. Talking to an artist usually uncovers their bizarre or interesting reasoning behind their work.
Fashion isn't always wearable, like other mediums of art they convey certain things by the artist. An interesting choice of textures and ideas though!

Some people love the medium of fabric of creating art, which is so understandable because it spreads over so many elements of art like texture, color, and shape. There is commercial fashion(which is what you're thinking when you're talking about wearability! Which can be fun and edgy too) or fashion as fine art:)
