I'd add a belt, skinny or bulky would look good. Or a long necklace. Hair wise, I think curls, shoes... nude heels or flats.

I think an open chunky cardigan and some long layered necklaces would look cute with a top knot or a braided top knot. For shoes maybe ankle boots? That's just my style though:)

I love that dress to me it depends on what look you are going for this dress is so versatile. If you are going for a casual look I would choose maybe a side ponytail or braid a chunky scarf maybe black with a long chunky cardigan and a thick belt then with some tights underneath and ankle boots or knee length boots. For makeup I would go very natural with maybe a pop of pink or red in the lips
If you are going for a fancier look I would choose some loose curls or an updo not too elaborate then with a shawl then I would wear some some long necklaces all different lengths and some nude heels or wedges for makeup I would go a little more elaborate maybe some silver eyeshadow and glitter eyeliner and some nude or pale pink lips

Really, the dress look rather universal, you can go from good-girl's style (small pear earrings, pastel flats, pastel bag and ballerina's bun) to something more brave with jeans or leather jacket and ankle boots. Or choose something in the middle with pastel sweater, beany hat, funny bag and converse. But in most situation it is better to wear a belt, cause the line between top and skirt looks mmm..
