I have a small top and big booty and I tried wearing shorts under my dresses but they just eventually look like a thong and I have to pick it. Or the shorts will roll up... Does anyone know what to do?

Going for skirts/dresses with a little more length so you can skip the shorts. If that isn't an option and you can afford it I would get compression shorts from the sporting goods store. They come in various leg lengths but those babies will not budge at all. I have several from Nike and I love them because they won't ride up when working out.
