I love the color of the dress very optimistic for spring and summer! I would say simply make up because the dress is vibrant!

I think a blazer would look better or a lighter vest , the dress is gorgeous by the way :)
I would go neutral on the eyes : mascara defined crease and highlight in the knee corner with a lipstick that pops as orange or pink as in your dress
