Bags can be hereditary or due to water retention (these are the most common ones). I find that if I have really salty food and I go to bed without hydrating myself properly, my eyes are completely puffy in the morning, and used refrigerated tea bags really help.
I also recommend the Garnier roll-on caffeine gel (in the green tube with a metal ball applicator). Also getting enough sleep helps a lot too.

If they're genetic (check in your family if someone else has them: if they do, yours could be hereditary), there isn't much you can do except makeup (you can take a fine brush and conceal only the shadow that the bags cast- Wayne Goss demonstrates it perfectly in his video that Monica mentioned: https://www.youtube.com/watch?v=RmvcI3q53_0).

I love using StriVectin eye concentrate for wrinkles. The small tube is $15.at Ulta. it's great for fine lines. and as seemed to help my under eye darkness. I use it twice a day, I've stuck with it for a couple years now. If anything it is a great under eye cream. imo. If you're looking for how to cover them, Wayne Goss has a great tutorial on is youtube channel for that :)
