You have such a beautiful young look. honestly since your skin looks very Clean and young you don't need much if anything.. light lip colors and a tad of mascara. you can always try the clear mascara. makes your eyelashes look natural and gorgeous.

You and I havw the same colour eyes and I for one love natural colours and eyeliner. However if you're new to makeup like you said maybe skip the eyeliner at first. I normally use light brown eye shadow and tan right under your eyebrows to make the colors pop.
