You can apply it with a beauty blender, a sponge, a brush or your fingers, I used my fingers. When I got it, it was only about $10.99 or so.

Loreal true match lumi. It is for dry skin, if you don't have break outs or any pimples I would suggest wearing BB cream. It gives you light coverage - it will be enough for you. But if you want to go with the foundation, I would use stipple brush, stipple and move in circulative motions to blend the foundation with your skin. That will give you natural finish and not the 'mask' on your face. You don't need to use powder cause you are dry already. Moisturise before applying make up. Also if you have facial hair on cheeks and mouth, take a flat foundation brush and go down. This way the hair will lay flat. If you are going to use the brush up and down it will make the facial hair stand out even more! :) hope I helped x

Loreal true match lumi - medium coverage, dewy finish great for dry skin
Rimmel match perfection- Buildable medium coverage, dewy finish
Maybelline liquid mousse- Light/Medium coverage satin finish
I also think foundation always looks best and wears better with a primer. A good drugstore prime is Rimmel perfect pro blue cap (:

You have really good skin so I think you'll just need a bb cream and a concealer!

I love the Real Techniques miracle complexion sponge for applying foundation, especially since you don't need a lot of coverage. It blends like a dream :) for foundation hmm I'm pale myself too and found that drugstores just didn't carry anything close to my skin tone, always too orangey so I use mac foundation but I don't know what your budget is or how the colour range is in your country. Hope I could help a little bit!
