A smokey eye would make your eyes look smaller from what I know, dark colors are going to make your eyes appear smaller.

To make eyes appear bigger use a white or nude liner in the waterline since using black closes off the eyes and makes them look smaller.

Smokey eyes are one color with it darkest on the lid and fades as it goes up into the crease and beyond.

For lips you can take a shot glass and suck on it to make your lips plumper/bigger looking without lipliner and lipstick but personally I think it just makes your lips look swollen. Really I would suggest just practicing over lining your lips.

I agree with alexis.
I personally don't like the way over lined lips or the shot glass method looks either but some girls like how it looks.
I would just apply lipstick with a brush instead of the actual tube.

Line your waterline with a nude liner and over line your lips.

I have small eyes to I find using I white liner in the waterline and a brown liner on the top and bottom lashline it defines your eyes and makes them look much bigger.

I have small and hooded eyes. Double whammy!

I love smokey eyes but I don't usually just leave them all one color. I try to incorporate other colors into it and even glitter. Using a white/nude eye pencil will make you eyes appear more awake and a tad bit bigger.

You can probably try over lining your lips with a nude pencil similar to the pink beige that everyone is loving right now. And just practice until you find some that works for you.

It's all about trial error in this makeup journey of ours. Have fun and remember that we are not perfect so don't stress it

I have somewhat small eyes too. I just do a cut crease look with different colors. Usually a white-yellowy color in my inner corners, a light brown in the middle, dark brown in the crease. Or any colors that make my eyes pop. Dab a little bit of the lightest color you use on this look right over the pupils if that makes any sense. This opens the eyes. I really don't like using anything on my waterline (it just makes me look crazy). Mascara over and under. Good luck 😊 and maybe try a lip plumper? 👄
