If you're putting something coconut oil on your eyelids I reccomend quitting that. Just don't put anything harsh on your eyes, you're probably messing with the natural balance of your skin. You can remove the oil by blotting at your eyelids with a tissue.
As for foundation I recommend Loreal True Match or Maybelline Fit Me Matte + Poreless.

A eye primer and base could help.

An eye primer will definitely help...I have oily lids too. The best ones that I've used are Too Faced Shadow Insurance (what I currently use), NARS shadow base, and Smashbox Photo Finish lid primer. I haven't really found anything from the drugstore that works well. I love Too Faced because it's tacky and really adheres to the shadow, plus the tube lasts for damn ever.
