Because you have sequin dress and shoes I would go for matte eyeshadow,something like smokey eye but more natural.

The hair looks like a french braid pulled out to make it look messy, if you curl your hair before you braid it, there will be more volume like the picture, make sure to leave some baby hairs to team your face.

Either the fishtail braid as displayed earlier or some big JLO curls and a smoky eyeshadow OR a very simple black catliner/pink lips and blush look.

Do a smoky eye but where it's a strapless your hair needs to be all down or a half up half down hair style would look super cute...an btw that dress is amazing! Looks so great on you 😍
