Help! partial eyebrows

I will post a picture of my eyebrows. I want to fill them in I have tried but they always look pathetic. So how should I fill them in so the still look like my eyebrows?

I like to use the Anastasia Dip Brow with a thin angled brush to make my eyebrow shape. Then I usually fill in sparse places with an eyeshadow ( I like to use a gray one, but you can use a color that you like best)

I just use an eyebrow powder from estee lauder and fill them in. then to keep them in place, I set them with a clear gel from elf!

I'm currently gradually reshaping my brows so they look really sparse an patchy. I use Anastasia dipbrow and a regular brow pencil to make natural looking hair strokes.
