Sandra, my mom has dry skin and it does look a bit powdery on her but not extremely. A spritz of some setting spray or something would make it look close to perfection

Brun eyeshadow! It's my most used and works perfectly through the brow. Shroom is also a must have. Oh, and MAC's Vanilla pigment is perfect. It's honestly one of the best products I've feet bought. You also won't be disappointed with the paint pots. Try Painterly or Groundwork.
