Use short strokes
and
I usually start in the middle go to the end then the inner corner make sure your hand is well rested on something and not shaking
make sure you are comfortable
I would also start with a felt tip liner if you are a beginner

Never apply eyeliner only to the bottom part of the eye! :) and make the eyeliner wider towards the end. Maybe use sticky tape to get the wing right and straight! :)

I'm with Les, it's only to apply it to the bottom only if you want. It looks perfectly fine.
