For your hair, I reccomend leaving it down. If your dress was "spaghetti straps" or strapless a curly updo would've looked great. But, that's not the case. So, for your hair you should definitely wave or curl your hair. One idea, curly waterfall braid. CUrl your whole head, and part it the way you prefer. Then start off on whichever side. Grab a small section of hair and begin your waterfall braid. If you don't know what a waterfall braid is, YouTube is your best friend. But here's a quick explanation, start off by making 2 regular stitches of a normal 3 strand braid. Then, grab a piece of hair from your hair and add it to the top section of your braid, like a lace braid, then put it over the middle section. then, drop the bottom section and pick up a new section from the bottom and place it over the middle. Repeat this process and there you go! Next, you can try a wavy pull back. FRench braid your hair over night into 2 sections. When you wake up in the morning, or before you go to the dance, remove the braids and you'll have gorgeous waves. YOu can add a sea salt spray for more texture and volume
Then take 2 sections of hair from the front of your face and clip them back together into he back of your head. You can use a bow or a Barrett to make it even more interesting. last from my ideas a wavy regular 3 strand braid wrap around. this one is really simply, jur like the pull back
Do the French braids overnight, then undo them later on. Grab a section from the front of your hair and braid it. THen, pull the outside edges of the braid to make it like a "pancake." Then pin it to the other side of your head. YOu can also repeat these steps with another piece of hair from the front on the opposite side of your head and pin it. THere you go! Hope I helped.

If you have a makeup setting spray you won't have to worry about sweat ruining your makeup. You can get a cheap one from E.L.F.

Love your shoes!! You could wear your hair in a side braid it you wanted it up and off your neck and away from your face. I would say keep the base really simple and a colorful eye.

Since its a formal I don't think it would be smart to use foundation since you're going to be dancing and you don't want It to smudge. So maybe just some concealer and a nice green or orange smokey eye... Definitely do a wing and for hair loose waves in a Half up half down hairstyle.
