I love to wear eyeliner but it doesn't love me for some reason. I have even went out and bought expensive name brands like sephora and so on. But no matter what I do it runs or smudges into a hot mess...even after only a hour of wear time....any suggestion?

I agree. If it's for the waterline I take a regular pencil liner, dip it in a cream liner and run it on the water line. Magic!

Or set it with an eyeshadow if you put it on the top or even on the waterline.

Get this! Try using Macs black track gel liner and then top it with their graph black pencil. I did this one day when my allergies were really really bad and no matter how many times I rubbed my eyes my makeup stayed

Try Via Venito from NARS. I'm the same way and laugh when I cry which is often and this really does the job. It's a little pricey, but it goes a long way, in oppose to buying something cheap and ineffective.
