I used to do that look when i had long hair. I'd take a shower. Put moose in, let it air dry for about 15 minutes. Then dry it with my blow dryer but switch it to the cool setting. Tossle, i don't think that's a word, my hair around to give it that messy look. Then take all of my hair and put it in my hair tye. But not too tight. Then i pulled the hair tye down so it gave it that messy look. :)
