I'm obsessed with smokey eyes, but how do you keep them clean? Such as, avoiding eyeliner smudging below the the waterline.

The whole point of a smoky is to be dramatic..you wanna blend as much as you can to keep the whole look togather..
As for the fall out, or smudging your talking about..thats kinda the whole point. You wanna take your base shadow & smudge it below your water line to create a dramatic effect.

I do mine without smudging any eyeliner. Try to balance the black with a dramatic color such as dark purple. Put this in the crease and save the black for the outer V.

If your having a lot of fallout and its looking rough, just apply your regular powder before you start your eye makeup.and then brush off the extra powder after your eye look is done.and another tip- when trying to get a sharp edge for a smoky eye you can create it with tape, or taking a baby wipe or makeup remover to the edge of your eye after your done.Like what I've done in my picture
