I know I have to buy a blue black hair dye but I wanna make the blue pop a little bit more. Should I add a little bit of a blue hair dye?

Since you already have dark hair, you might want to try doing a very faint balayage. You may need to lighten your hair a bit first if you really want to see the blue.
Or you could put in many small highlights and then put the blue over it as a glaze.

You could dye your hair a brown shade. Most permanent colors lift 1-2 shades I believe.
You could also try a high lift color which lifts about 3-4 levels. Some claim more but I haven't really seen them to be accurate.
And then you could color it with the blue black.
I'd get a neutral-cool toned brown because if you use a warm toned brown the caramel tones can neutralize the blue leaving you with more black with little to no blue

OR instead of using the blue black permanent color you could use a dark blue semi permanent color after using a brown permanent color cause it'll make your hair a dark brown and then the blue will darken the hair+be blue
