The purpose is to highlight the lip, giving the illusion of fuller, moist lips. You can highlight and contour your lips to make them appear bigger or smaller, depending on your preferences :) The highlight on the cupids bow (the top of the lip) defines the lips more :) I hope I helped! Xx

Oops, I read part of that wrong, if they're covering all of their lips with concealer/foundation, it's to cancel out their natural lip color, so their lipgloss/lipstick color will show brighter :)

Whenever I use red or dark purple lipsticks I use concealer underneath like a primer, it just makes the color more vibrant :)

When they put concealer on the center of the lip it's to make it lighter and look mor plump cause it's being highlighted.
If they put it all over their lips it's use. To cancel out the the natural lip color to make the lipstick look the way it does in the tube.
It's really only necessary if your lips are pigmented and/or you're using a more lighter coverage lipstick.
If you do, apply a thin amount or it can lighten up the color too much, I remember using a little too much under a red lipstick and it turned pink haha.
I think it's really only necessary for lighter colors/formulas
